We tend to dump the responsibility for “human choices” onto formal education or “families” without providing operational specifics. By disowning this dimension, institutions fail to address the deeper drivers of participation—fear, perceived lack of alternatives, and the “rational” choice to remain silent in the face of criminal governance.
